A bill for an act
relating to education; modifying teacher relicensure requirements; requiring
professional development on dyslexia; providing for grants for literacy clinics;
requiring a report; appropriating money; amending Minnesota Statutes 2022,
section 122A.187, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 122A.187, is amended by adding a subdivision
to read:

new text begin The Professional Educator Licensing and Standards Board must
adopt rules that require all licensed teachers who are renewing a Tier 3 or 4 teaching license
under sections 122A.183 and 122A.184, respectively, to include in the renewal requirements
professional development on dyslexia, including the effects of dyslexia on the development
of foundational reading skills and effective instruction for students with dyslexia.

Sec. 2. new text begin REPORT ON TEACHER PREPARATION PROGRAMS.

new text begin (a) The Professional Educator Licensing and Standards Board must submit to the
legislative committees with jurisdiction over kindergarten through grade 12 and higher
education a report on approved teacher preparation programs' progress in ensuring all teacher
candidates receive instruction in evidence-based practices in reading, consistent with
Minnesota Statutes, sections 120B.1117 to 120B.124, and in applying evidence-based,
structured literacy reading instruction programs consistent with Minnesota Statutes, section
122A.092, subdivision 5. The report must identify any teacher preparation programs that
do not include instruction on dyslexia required under Minnesota Statutes, section 122A.092,
subdivision 5. The board must also make recommendations for statutory or other policy
changes to improve teacher preparation program instruction on evidence-based best practices
in reading.

Statutes, section 3.195.

new text begin (b) A teacher preparation program provider approved by the Professional Educator
Licensing and Standards Board may apply for a grant under this section to establish or
expand a literacy clinic that provides teacher candidates enrolled in an approved teacher
preparation program opportunities to use evidence-based literacy interventions with students
in grades two or higher who are not reading at or above grade level. The interventions must
be provided at no cost to the students. A teacher preparation program must ensure teacher
candidates have received instruction in evidence-based best practices in reading and dyslexia,
consistent with Minnesota Statutes, sections 120B.1117 to 120B.124 and 122A.092,
subdivision 5, before participating in the clinic.

new text begin (c) The commissioner must require a teacher preparation program provider applying for
a grant under this subdivision to include in its application information on:

new text begin (1) the interventions and supports used in the clinic;
new text end

new text begin (2) how the clinic measures mastery of foundational reading skills;
new text end

new text begin (3) how teacher candidates are selected for participation in the clinic; and
new text end

new text begin (4) additional training provided to teacher candidates before participating in the clinic.

new text begin (d) The commissioner must submit a report to the legislative committees with jurisdiction
over kindergarten through grade 12 education and higher education by January 30, 2025,
in accordance with Minnesota Statutes, section 3.195, that identifies the teacher preparation
program providers that received a grant, the amount of the grant, and the number of teacher
candidates and students that participated in a clinic funded by the grant. The report must
include an evaluation of the progress made by students who participated in the clinic.
