A bill for an act
relating to transportation; requiring an implementation plan for digital drivers'
licenses and Minnesota identification cards; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DIGITAL CREDENTIALS IMPLEMENTATION PLAN.

new text begin (a) By February 1, 2024, the commissioner of public safety must develop a plan for the
implementation of digital drivers' licenses and Minnesota identification cards and submit a
copy to the chairs and ranking minority members of the legislative committees with
jurisdiction over transportation policy and finance.

new text begin (b) At a minimum, the plan must:
new text end

new text begin (1) provide an overview of the project, which may include a pilot period;
new text end

new text begin (2) analyze and summarize how the federal government and other states have implemented
digital credentials;
new text end

new text begin (3) identify methods to ensure the security, integrity, and privacy of data;
new text end

new text begin (4) provide for technical standards and requirements;
new text end

new text begin (5) incorporate integration with native digital wallet applications across mobile device
operating systems;
new text end

new text begin (6) address project risks, barriers, and mitigation approaches;
new text end

new text begin (7) evaluate options to prohibit acceptance of a digital credential only upon relinquishment
of possession of an electronic device that holds the digital credential;

new text begin (8) estimate fiscal impacts of the transition to digital credentials, including but not limited
to implementation costs and ongoing administrative costs and savings;

new text begin (9) identify statutory changes necessary to implement digital credentials, including draft
legislation; and
new text end

new text begin (10) provide implementation details, including but not limited to a timeline and
milestones.

Sec. 2. new text begin APPROPRIATION; DIGITAL CREDENTIALS IMPLEMENTATION PLAN.

the special revenue fund to the commissioner of public safety to develop the digital
credentials implementation plan under section 1.
