A bill for an act
 relating to capital investment; appropriating money for an economic hub in the
city of Brooklyn Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; ACER ECONOMIC HUB.

new text begin $3,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to African Career, Education, and
Resources, Inc. (ACER), to purchase property located at 6010 to 6100 Shingle Creek Parkway
in the city of Brooklyn Center for an economic development hub for retail-focused small
businesses. This appropriation is onetime and is available after the commissioner of
management and budget determines that at least $500,000 has been committed to the project
from nonstate sources. This appropriation is subject to Minnesota Statutes, section 16A.642.
