A bill for an act
relating to health; appropriating money for a grant to Community Action Partnership
of Hennepin County.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; COMMUNITY ACTION PARTNERSHIP OF
HENNEPIN COUNTY.

new text begin (a) $45,000,000 in fiscal year 2024 is appropriated from the general fund to the
commissioner of health for a grant to Community Action Partnership of Hennepin County
to be used to provide health service opportunities that reduce health disparities in the Black
community. Of this amount:

new text begin (1) $15,000,000 is to be used to increase access to culturally specific mental health and
physical health in the Black community;
new text end

new text begin (2) $10,000,000 is for culturally specific institutions that will provide mental health and
substance abuse programs, including supportive services in the Black community;
new text end

new text begin (3) $5,000,000 is to be used to increase the number of licensed mental health and
substance abuse providers of African descent in the workforce who provide culturally
specific care to children and adults of African descent as well as deliver culturally congruent
training and supervision to trainees in the field;

new text begin (4) $5,000,000 is to implement culturally specific prevention and early intervention
strategies and programs to decrease violence and increase wellness in Black communities;
and

new text begin (5) $10,000,000 is to be used for research, issuing a report, and rendering best practice
technical assistance to agencies and individuals seeking to deliver culturally specific services.
