relating to taxation; aid to local governments; providing public safety infrastructure
aid.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LOCAL PUBLIC SAFETY INFRASTRUCTURE AID.

new text begin Definitions. new text end

new text begin For the purposes of this section, the following terms have
the meanings given:

new text begin (1) "aid factor" means a city's population divided by the population of all cities;
new text end

new text begin (2) "city" means a statutory or home rule charter city with a population under 5,000;
new text end

new text begin (3) "local jurisdiction" means a county, a statutory or home rule charter city, or a town;
and
new text end

new text begin (4) "population" has the meaning given in Minnesota Statutes, section 477A.011,
subdivision 3.

new text begin Distribution. new text end

new text begin A city's local public safety aid is equal to the city's aid factor
multiplied by the total amount appropriated under subdivision 5.

new text begin Use of proceeds. new text end

new text begin (a) Cities that receive a distribution under this section must
use the proceeds for maintenance, construction, or capital improvements of buildings or
facilities used for the provision of public safety.

new text begin (b) If a city receiving a distribution does not have a building or facility used for public
safety because the city contracts with a local jurisdiction for public safety services, the city
must transfer any aid received under this section to the local jurisdiction. The local
jurisdiction must use the proceeds as provided under paragraph (a).

new text begin Payments. new text end

new text begin The commissioner of revenue must compute the amount of aid to
be paid to each city by August 1, 2023. The full payment must be made to each city by
December 26, 2023.

new text begin $100,000,000 in fiscal year 2024 is appropriated from the
general fund to the commissioner of revenue to make payments required under this section.
This is a onetime appropriation.

new text begin EFFECTIVE DATE. new text end

new text begin This section is effective for aids payable in 2023.
