A bill for an act
relating to sustainable infrastructure; appropriating money for a federal
infrastructure funds coordinator.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; FEDERAL FUNDS MAXIMIZATION.

new text begin (a) $70,000 in fiscal year 2023, $570,000 in fiscal year 2024, and $570,000 in fiscal
year 2025 are appropriated from the general fund to the commissioner of management and
budget for a coordinator and support staff to provide for maximization of federal formula
and discretionary grant funds to recipients in the state, including but not limited to funds
under:

new text begin (1) the Infrastructure Investment and Jobs Act (IIJA), Public Law 117-58;

new text begin (2) the Inflation Reduction Act of 2022, Public Law 117-169;
new text end

new text begin (3) the CHIPS Act of 2022, Public Law 117-167; and
new text end

new text begin (4) subsequent federal appropriations acts associated with a spending authorization or
appropriation under clauses (1) to (3).

new text begin The amount appropriated in fiscal year 2023 is available until June 30, 2024.

new text begin (b) The duties of the federal coordinator include but are not limited to:
new text end

new text begin (1) serving as the state agency lead on activities related to federal infrastructure funds;
new text end

new text begin (2) coordinating on federal grants with the governor, legislature, state agencies, federally
recognized Tribal governments, political subdivisions, and private entities; and

new text begin (3) developing methods to maximize the amount and effectiveness of federal grants
provided to recipients in the state.
