A bill for an act
relating to energy; funding a grant to promote a mine vehicle electrification pilot
program; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MINE TRUCK ELECTRIFICATION PILOT PROJECT GRANT;
APPROPRIATION.

new text begin (a) $10,000,000 in fiscal year 2024 is appropriated from the general fund to the
commissioner of commerce for a grant to an electric utility serving a taconite mine in
Minnesota. The purpose of the grant under this section is to provide money and support
matching funds required for a federal grant award under the Infrastructure Investment and
Jobs Act, Public Law 117-158, that funds a pilot project to demonstrate the economic,
energy, and environmental benefits of constructing an electric trolley system that powers
large trucks carrying mined rock out of the mine pit and transports the mined rock to nearby
crushing operations. The money may be used to (1) construct the trolley system, wires, a
substation, and related equipment; and (2) modify trucks for compatibility with the trolley
system. This is a onetime appropriation.

new text begin (b) If the application for a federal grant under this section is not successful and an
alternative source of money for the project is secured, the money may be expended only if
the commissioner of commerce determines that the objectives of the project and the means
to achieve the objectives remain substantially unchanged from the objectives and means
contained in the federal grant application.

new text begin (c) If no alternative funding source is secured within one year of the date the application
for the federal grant was determined to be unsuccessful, the money appropriated under
paragraph (a) cancels to the general fund.
