A bill for an act
relating to higher education; appropriating money for education initiatives to
support students who are or were in foster care.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS FOR FOSTERING EDUCATION INITIATIVES.

new text begin $500,000 in fiscal year 2024 and $500,000 in fiscal year 2025 are appropriated from the
general fund to the commissioner of the Office of Higher Education for a grant to the Foster
Advocates Nonprofit Organization for an education support and wraparound service program
that provides assistance and support to individuals who were in foster care at the age of 13
or later, and for individuals who are transitioning from foster care to adulthood, up to age
27, to improve the likelihood of completing a degree and securing a stable career. The
program shall provide one-on-one mentoring, leadership development, and additional
resources to support each student's education journey through high school graduation and
institutions of higher education. This is a onetime appropriation.
