A bill for an act
relating to agriculture; appropriating money for continuous living cover crops and
cropping systems.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $11,000,000 in fiscal year 2024 and $1,000,000 in fiscal year 2025 are appropriated
from the general fund to the commissioner of agriculture for grants to organizations in
Minnesota to develop enterprises, supply chains, and markets for continuous living cover
crops and cropping systems in the early stages of commercial development. For the purposes
of this section, "continuous living cover crops and cropping systems" refers to agroforestry,
perennial biomass, perennial forage, perennial grains, and winter annual cereal grains and
oilseeds that have market value as harvested or grazed commodities. Of the amount in the
first year, $10,000,000 shall be used to support markets for Kernza perennial grain, winter
camelina, hybrid hazelnut, and elderberry, and is available until June 30, 2027.
