A bill for an act
relating to capital investment; appropriating money for implementation of quiet
zones in the city of New Brighton; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,650,000 is appropriated from the bond proceeds fund
to the commissioner of transportation for a grant to the city of New Brighton to acquire
easements or right-of way, and to predesign, design, engineer, construct, and equip new
passive and active rail grade crossing warning safety devices necessary to establish seven
quiet zone areas at 12 grade crossings of railroad tracks and city streets along County Road
H, Knollwood Drive, Silver Lake Road, Long Lake Road, Park Drive, 8th Street Northwest,
10th Street Northwest, 1st Street Northwest, 1st Street Southwest, 5th Avenue Southwest,
County Road D, and Old Highway 8. This appropriation does not require a nonstate
contribution.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $2,650,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
