A bill for an act
relating to transportation; requiring an annual report from commissioner of
transportation on transportation and the environment; appropriating money;
proposing coding for new law in Minnesota Statutes, chapter 174.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [174.023] ENVIRONMENT AND CLIMATE REPORTING.

new text begin (a) Annually by January 15, the commissioner must submit a report on transportation
and the environment to the chairs, ranking minority members, and staff of the legislative
committees with jurisdiction over transportation finance and policy.

new text begin (b) At a minimum, the report must include:

new text begin (1) a detailed explanation of how the department is meeting the goals set forth in the
climate change action plan adopted pursuant to section 216H.02;

new text begin (2) an explanation of how the department is achieving the goals set forth in sections
174.01, subdivision 2, clauses (10) and (15); and 174.02, subdivision 1a, clause (3);

new text begin (3) if the department is not meeting any of the goals under clause (2), the reason the
goals are not being met; and
new text end

new text begin (4) any recommended legislative changes that would assist the department in meeting
the identified goals.

Sec. 2. new text begin APPROPRIATION.

new text begin $75,000 in fiscal year 2022 is appropriated from the general fund to the commissioner
of transportation for the environment and climate report under Minnesota Statutes, section
174.023.
