A bill for an act
relating to public safety; appropriating money for public safety costs related to
civil unrest; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; DEPARTMENT OF PUBLIC SAFETY.

new text begin (a) $1,500,000 in fiscal year 2021 is appropriated from the general fund to the
commissioner of public safety for costs directly attributable to additional public safety
assistance for civil unrest through the Interstate Emergency Management Assistance Compact
under Minnesota Statutes, section 192.89. This is a onetime appropriation.

new text begin (b) $6,300,000 in fiscal year 2021 is appropriated from the general fund to the
commissioner of public safety to pay for state trooper expenses related to civil unrest,
including costs arising from restoring or maintaining civil order. This is a onetime
appropriation. The commissioner may transfer money appropriated under this paragraph to
the commissioner of natural resources to pay for conservation officer expenses related to
civil unrest.

new text begin (c) The commissioner must report all expenses paid from appropriations under this
section to the chairs and ranking minority members of the senate Finance Committee and
the house of representatives Ways and Means Committee. The report under this paragraph
must be submitted by September 15, 2021.
