A bill for an act
relating to transportation; requiring rulemaking on collecting certain demographic
information on driver's license holders; appropriating money; amending Minnesota
Statutes 2020, section 171.12, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 171.12, is amended by adding a subdivision
to read:

new text begin (a) The commissioner must adopt rules to collect
and maintain demographic information on race and ethnicity for each person who holds a
driver's license.

new text begin (b) The limitation under section 171.015, subdivision 7, does not apply to the extent
necessary to implement the requirements of this section.

Sec. 2. new text begin DEMOGRAPHIC DATA RULEMAKING; APPROPRIATION.

new text begin $....... in fiscal year 2022 is appropriated from the driver services operating account in
the special revenue fund to the commissioner of public safety for rulemaking under Minnesota
Statutes, section 171.12, subdivision 11. This is a onetime appropriation and is available
until June 30, 2023.
