A bill for an act
relating to higher education; expanding a pilot project for training career and
technical education teachers; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $1,000,000 in fiscal year 2023 is appropriated from the
general fund to the Board of Trustees of the Minnesota State Colleges and Universities for
the career and technical educator pilot project under Laws 2021, First Special Session chapter
10, article 2, section 23. The base appropriation for the program in fiscal year 2024 and
later is $0. Notwithstanding Minnesota Statutes, section 16A.28, unencumbered balances
under this section do not cancel until July 1, 2025.

new text begin Expansion of pilot project. new text end

new text begin The appropriation in subdivision 1 shall be used
to expand the career and technical educator pilot project under Laws 2021, First Special
Session chapter 10, article 2, section 23, to three or more state universities in partnership
with state colleges. If practical, the partnerships must result in a candidate earning an
associate's degree from a state college and a bachelor's degree from a state university.

new text begin By January 1, 2025, the board must submit a report on the
career and technical educator pilot project to the chairs and ranking minority members of
the legislative committees with jurisdiction over higher education finance and to the
Legislative Reference Library as provided by Minnesota Statutes, section 3.195. The report
must describe the implementation of the pilot program, its outcomes, and possibilities for
expansion to additional campuses.
