relating to higher education; appropriating money for a grant to Minnesota
Independence College and Community for student scholarships and tuition
reduction.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; MINNESOTA INDEPENDENCE COLLEGE AND
COMMUNITY.

new text begin (a) $4,000,000 in fiscal year 2023 is appropriated from the general fund to the
commissioner of the Office of Higher Education for a grant to Minnesota Independence
College and Community for need-based scholarships, tuition reduction, and institutional
support. Beginning with students first enrolled in the fall of 2019, eligibility for scholarships
and tuition reduction is limited to resident students as defined in Minnesota Statutes, section
136A.101, subdivision 8.

new text begin (b) Notwithstanding Laws 2021, First Special Session chapter 2, article 1, section 2,
subdivision 33, the base appropriation for grants to Minnesota Independence College and
Community in fiscal year 2024 and later is $3,000,000.
