new text begin $83,980,000 in fiscal year 2023 is appropriated to the commissioner
of employment and economic development to make grants to 501(c)(3) nonprofit
organizations providing critical services to the Twin Cities Native American Community,
as provided in this section. Unless otherwise specified, all appropriations in this section are
onetime and are available until the project is completed or abandoned, subject to Minnesota
Statutes, section 16A.642.

new text begin $1,400,000 is for a grant to the Lower Phalen
Creek Project to design, construct, furnish, and equip the Wakan Tipi Center located in the
Bruce Vento Nature Sanctuary in St. Paul. The new facility will feature a reception area,
classrooms, permanent and temporary exhibit space, a community gathering area, and gallery
space to showcase and expand the value of the sanctuary as a place for cultural healing,
lifelong learning, and inspiration.

Minneapolis American Indian Center (MAIC) to design, construct, furnish, and equip the

Minneapolis to provide space for the New Native Theatre in addition to cultural and
community activities and social enterprise programs.

and navigation services, youth programs, and traditional foods and environment services.

make improvements and betterments of a capital nature to existing facilities operated by

the Beverly A. Benjamin Youth Lodge at 1212 Raymond Avenue in St. Paul, to carry out
the center's mission of providing emergency shelter and transitional housing and street
outreach services to American Indian children and young adults.

its mission of providing support and strength to urban American Indian people through a
full spectrum of culturally based programming.

the Minnesota Indian Women's Resource Center (MIWRC) to predesign, design, and
construct the renovation of the existing MIWRC facility at 2300 South 15th Avenue in
Minneapolis to provide office and program space for the MIWRC, to provide safe housing
for Native women and their families, and to offer tailored programs to address issues that
significantly affect the well-being of residents.

new text begin $35,400,000 is for a grant to the American Indian
OIC (AIOIC) to predesign, design, construct, furnish, and equip the development of a new
facility and campus in South Minneapolis to carry out the mission of the AIOIC to empower
American Indians by providing educational and employment opportunities through Takoda
Institute Training, Takoda Works Career Coaching, Takoda GED and Adult Basic Education,
and Takoda Prep Alternative High School.

grant to the American Indian Community Development Center (AICDC) to predesign and
design a Native American-specific inpatient opioid treatment facility in the city of
Minneapolis or the city of St. Paul. The treatment facility and programming for the facility
shall be developed in collaboration with Tribal Nations and Legacy organizations.

new text begin $6,150,000 is for a grant to the
Montessori American Indian Child Care Center for the development of an American Indian
Community Center in the city of St. Paul. This appropriation includes money to acquire
real property and to predesign, design, construct, furnish, and equip renovation of the
property to support the colocation of the American Indian Family Center; Interfaith Action,
Department of Indian Work; and Montessori American Indian Child Care Center. The new
center will provide programming and on-site state and county Tribal services, including
Rule 3 licensed child care, job and vocational training, social enterprise opportunities, and
food and basic needs at a community food shelf.
