A bill for an act
relating to capital investment; appropriating money for an interchange on 99th
Avenue Northeast at marked Trunk Highway 65 in Blaine; authorizing the sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Trunk Highway 65 interchange; appropriation. new text end

new text begin (a) $25,000,000 in
fiscal year 2023 is appropriated from the general fund to the commissioner of transportation
for one or more grants to the city of Blaine for a local road interchange at 99th Avenue
Northeast and marked Trunk Highway 65, including any associated: (1) local road
improvements; (2) frontage roads; (3) acquisition of rights-of-way; (4) utility infrastructure
improvements; and (5) construction administration and inspection. This is a onetime
appropriation and is available until June 30, 2025.

new text begin (b) Upon written notice to the commissioner of management and budget, any unspent
portion of this appropriation remaining after completion of the project is available for any
other interchange or intersection improvement projects on local roads that intersect marked
Trunk Highway 65 in Spring Lake Park, Blaine, or Ham Lake.

new text begin To provide the money appropriated in subdivision 1 from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $25,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
