A bill for an act
relating to state government; appropriating money to the Minnesota Amateur Sports
Commission to study the development of the United States Amateur Sports and
Training Center in Dakota County in partnership with the cities of Eagan and Inver
Grove Heights; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

DAKOTA COUNTY; REPORT.

new text begin (a) The Minnesota Amateur Sports Commission must
partner with the city of Eagan and the city of Inver Grove Heights to study the development
of the United States Amateur Sports and Training Center in Dakota County.

new text begin (b) The study must:
new text end

new text begin (1) identify potential users of the training facility including youth and adult sport activities
from diverse populations to be served by the training center;
new text end

new text begin (2) address possible sites of the training center and the proximity to other existing training
facilities;
new text end

new text begin (3) address costs of construction for the training center based on needs identified in the
study;
new text end

new text begin (4) address ongoing operational costs of the training center once completed;
new text end

new text begin (5) determine if the estimated training facility rental rates and user fees, and sponsorship
fees are adequate to support the training center's ongoing operations; and
new text end

new text begin (6) evaluate the potential for local, nonstate resources to support the training facility
operations to maintain the training facility, if necessary without regard to any debt service
for capital improvements.

new text begin (a) The commission's market analysis of user rental rates
and user fees to determine potential revenues for the facility must consider the impacts on
or duplication of existing private or government-sponsored facilities.

new text begin (b) The commission must analyze the state and local economic impacts of the proposed
facility once fully operational including sales tax revenue increases and local venue and
revenue impacts from sports tourism.

new text begin (c) The study must address the training center's ability to provide opportunities to
underserved populations including culturally and economically diverse users and possible
training center needs and uses for specific age and gender participants.

new text begin The commission must submit a report describing its work
and findings to the chairs and ranking minority members of the legislative committees
responsible for capital investment and state government finance no later than January 15,
2032.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $750,000 in fiscal year 2023 is appropriated from the general fund to the Minnesota
Amateur Sports Commission for purposes of the study and report required by section 1.
The appropriation is available until expended and any costs necessary to complete the study
in excess of the available appropriation must be paid from nonstate resources.
