relating to capital investment; appropriating money for Dreamland on 38th.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CULTURAL WELLNESS CENTER.

new text begin $3,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to Cultural Wellness Center for land
entitlement, construction, fixtures, furnishing, and equipment for Dreamland on 38th in
Minneapolis to create a workspace for African American entrepreneurs to start and expand
small businesses and to host community gatherings and events. This appropriation is not
available until the commissioner of management and budget determines that at least
$2,000,000 is committed from nonstate sources to support the project. This is a onetime
appropriation and is available until June 30, 2025.
