A bill for an act
relating to capital investment; appropriating money for the Wabasha Rural
Resiliency project; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin (a) $4,599,500 is appropriated from the bond proceeds
fund to the commissioner of transportation for one or more grants to the city of Wabasha
for capital improvements that comprise the Wabasha Rural Resiliency project.

new text begin (b) $3,362,000 of this appropriation is to predesign, design, engineer, and construct the
realignment of Trunk Highway 60 and associated capital improvements for increased public
safety and public recreational opportunities. This appropriation includes money for the
relocation of athletic field facilities, trails, and dredging of the Zumbro Slough.

new text begin (c) $1,237,500 of this appropriation is to construct, furnish, and equip a new port facility
on the Mississippi River, including a field office and truck scale. This appropriation includes
money for site improvements including utilities, construction of a dock and mooring facilities,
an access road, and dredging of an access channel.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $4,599,500 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
