A bill for an act
relating to economic development; appropriating money for grants to individuals
who are reemployed.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$....... in fiscal year 2021 is appropriated from the state
fiscal recovery fund to the commissioner of employment and economic development for
grants under subdivision 2. For the purposes of this section, "state fiscal recovery fund"
means funds received by the state pursuant to Section 9901 of the American Rescue Plan
Act, Public Law 117-2. This is a onetime appropriation.

(a) The commissioner of employment and economic development shall
distribute grants in the amount of $2,000 per person to an individual who:

(1) has established an unemployment insurance benefit account with the state as of the
date of enactment of this section;

(2) on or after the date of enactment of the section and before July 1, 2021, returns to
employment and stops requesting benefit payments; and

(3) remains employed with the employer under clause (2) for at least 90 days.

(b) The commissioner of employment and economic development shall develop an
application whereby an eligible individual may apply for the grant money under paragraph
(a). The commissioner of employment and economic development shall distribute the grant
money upon a showing of eligibility under paragraph (a).
