A bill for an act
relating to health; requiring an in-person appointment with a physician, nurse
practitioner, or physician assistant before the provision of an abortion-inducing
drug; proposing coding for new law in Minnesota Statutes, chapter 145.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The terms defined in this subdivision apply to this section.

(b) "Abortion-inducing drug" means a drug, medicine, oral hormonal compound, mixture,
or preparation that is prescribed, administered, or otherwise provided with the intent to
terminate the pregnancy of a woman known to be pregnant.

(c) "Nurse practitioner" means an individual licensed as an advanced practice registered
nurse by the Board of Nursing and certified by a national nurse certification organization
acceptable to the Board of Nursing to practice as a nurse practitioner.

(d) "Physician" means an individual licensed as a physician or osteopathic physician
under chapter 147.

(e) "Physician assistant" means an individual licensed as a physician assistant under
chapter 147A.

Before an abortion-inducing
drug is prescribed, dispensed, or otherwise provided to a pregnant woman, the pregnant
woman must first have an in-person appointment with a physician, nurse practitioner, or
physician assistant at which the provision of the abortion-inducing drug is addressed. In the
appointment the physician, nurse practitioner, or physician assistant must provide services
in accordance with applicable professional standards of care.
