relating to economic development; appropriating money for a grant to the Duluth
Entertainment Convention Center Authority.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; DULUTH ENTERTAINMENT CONVENTION
CENTER BOND PAYMENTS.

new text begin $2,960,975 in fiscal year 2021 and $3,062,025 in fiscal year 2022 are appropriated from
the general fund to the commissioner of management and budget for a grant to the Duluth
Entertainment Convention Center Authority to pay debt service obligations for AMSOIL
Arena. This appropriation is onetime and is available through June 30, 2023.

Sec. 2. new text begin AVAILABILITY OF FEDERAL FUNDS.

new text begin If the state of Minnesota receives federal funds for COVID-19 between January 1, 2021,
and June 30, 2023, for which any state general fund appropriation in this act is an eligible
expenditure, the commissioner of employment and economic development must cancel the
state general fund appropriation in this act in an amount up to, but not greater than, the
amount appropriated in this act.
