A bill for an act
relating to housing; appropriating money to One Roof Housing to build two
dormitory-style buildings to house individuals experiencing homelessness; requiring
a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,000,000 in fiscal year 2022 is appropriated from the
general fund to the commissioner of the Minnesota Housing Finance Agency for a grant to
One Roof Housing, a 501(c)(3) nonprofit organization, to design, construct, equip, and
furnish two 12-unit buildings with dormitory-style apartments to house individuals
experiencing homelessness. This appropriation is available until December 31, 2022.

new text begin By January 15, 2023, the executive director of One Roof Housing must
submit a report on the result of the uses of the appropriation in subdivision 1 to the chairs
and ranking minority members of the legislative committees with jurisdiction over housing.
At a minimum, the report must include:

new text begin (1) the number of weeks from the start of the design of a dormitory building to the date
the building was occupied;
new text end

new text begin (2) the cost per unit in each building;
new text end

new text begin (3) the total number of individuals served in each building;
new text end

new text begin (4) any suggested modifications to the design of the buildings if the model is replicated
by other nonprofits and political subdivisions; and

new text begin (5) the viability of the operations and service provisions in the buildings.
