relating to education; creating a pilot project for training career and technical
education teachers; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $400,000 in fiscal year 2022 is appropriated from the
general fund to the Board of Trustees of the Minnesota State Colleges and Universities. Of
this amount, $250,000 is for transfer to Winona State University and $150,000 is for transfer
to Minnesota State College Southeast for the purposes in subdivision 2. Notwithstanding
Minnesota Statutes, section 16A.28, unencumbered balances under this section do not cancel
until July 1, 2025.

new text begin Career and technical educator pilot project. new text end

new text begin By the 2024-2025 school year,
Winona State University must develop a teacher preparation program that leads to initial
licensure in at least one license area under Minnesota Rules, parts 8710.8000 to 8710.8080.
Winona State University must partner with Minnesota State College Southeast to provide
the subject matter training necessary for license areas chosen. If practical, the partnership
must result in a candidate earning an associate's degree from Minnesota State College
Southeast and a bachelor's degree from Winona State University. The appropriation under
subdivision 1 may be used for any of the following:

new text begin (1) analyzing existing course offerings at both institutions to determine compliance with
the requirements of Minnesota Rules, chapter 8705, and parts 8710.8000 to 8710.8080;

new text begin (2) determining any courses that need to be adjusted or created by each institution;

new text begin (3) designing and implementing any needed course; and
new text end

new text begin (4) providing administrative support for gaining approval of the program from the
Professional Educator Licensing and Standards Board.
