A bill for an act
relating to state government; holding businesses harmless for penalties incurred
during peacetime emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin FEES AND PENALTIES DURING PEACETIME EMERGENCY.

new text begin Any business that was subject to any restrictions upon its operations as the result of a
violation of an executive order shall be held harmless from all taxes, fines, and penalties
until 12 months following the expiration of the peacetime public emergency. For the purposes
of this section, "executive order" means an executive order issued on or after January 1,
2020, during a peacetime public emergency declared by the governor as a result of the
infectious disease known as COVID-19.
