A bill for an act
relating to airport motor vehicles; requiring that all motor vehicles utilized at
airports operated by the Metropolitan Airports Commission be all-electric vehicles
by 2030; proposing coding for new law in Minnesota Statutes, chapter 473.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Definitions. new text end

new text begin (a) For the purposes of this section, the following terms have
the meanings given.

new text begin (b) "All-electric vehicle" has the meaning given in section 169.011, subdivision 1a.

new text begin (c) "Motor vehicle" has the meaning given in section 169.011, subdivision 42.

new text begin By December 31, 2030, a motor vehicle owned
or leased by the commission must be an all-electric vehicle, except as provided in subdivision
3.

new text begin (a) Subdivision 2 does not apply if:
new text end

new text begin (1) an all-electric vehicle is not available when the commission seeks to purchase or
lease the vehicle; or
new text end

new text begin (2) an all-electric vehicle is not suitable to perform necessary public safety functions,
including snow removal, fire protection, and law enforcement, as determined by the
commissioner of public safety.

new text begin (b) The commission must obtain a determination from the commissioner of public safety
each time the commission seeks an exemption under this subdivision.

new text begin EFFECTIVE DATE. new text end

new text begin This section is effective the day following final enactment and
applies to motor vehicle acquisitions made on or after January 1, 2022.
