relating to human services; appropriating money for peer-run respite services;
requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) For the purposes of this section, the following terms have
the meaning given.

new text begin (b) "Arrowhead Adult Mental Health Region" includes the counties of: Carlton, Cook,
Itasca, Koochiching, Lake, and St. Louis, and the following tribes: Bois Forte (Nett Lake)
Band, Fond du Lac Band, and Grand Portage Band.

new text begin (c) "Peer-run respite organization" means a support service center that is owned, operated,
and administrated by persons with lived experiences of mental health or substance use
disorders and that is based in the community.

new text begin (d) "Region V+ Adult Mental Health Initiative" includes the counties of: Aitkin, Cass,
Crow Wing, Morrison, Todd, and Wadena, and the following tribes: Leech Lake Band and
Mille Lacs Band.

new text begin (a) $400,000 in fiscal year 2020 and $400,000 in fiscal year
2021 are appropriated from the general fund to the commissioner of human services for two
yearly grants to provide peer-run respite services. Both grants must be for a peer-run respite
organization located in the Arrowhead Adult Mental Health Region or within the Region
V+ Adult Mental Health Initiative. Grants received under this section must supplement and
not replace mental health services currently offered by a county. This appropriation is in
addition to any other money appropriated for peer-run respite services and does not cancel
but is available until expended.

new text begin (b) The commissioner of human services must establish requirements, including
continuum of care requirements, for a peer-run respite organization to receive a grant.

new text begin (c) $....... in fiscal year 2021 is appropriated from the general fund to the commissioner
of human services for data collection and reporting to the legislature required under paragraph
(d).

new text begin (d) By November 1, 2021, the commissioner of human services, in consultation with
the grantees, shall report to the legislative committees with jurisdiction over mental health
issues on the services provided, capacity of locations receiving grants, cost-savings realized
by the community, and any additional information the commissioner deems useful.
