$400,000 in fiscal year 2020 and $400,000 in fiscal year 2021 are appropriated from the
general fund to the commissioner of the Pollution Control Agency to establish a statewide
program to reduce chloride. Of this amount, $100,000 each year is for grants to optimize
existing water-softener units or upgrade to low-salt-use systems. This appropriation is
available until June 30, 2023. Any unencumbered grant balances in the first year do not
cancel but are available for grants in the second year.
