A bill for an act
relating to economic development; appropriating money for a grant to the Minnesota
Association for Volunteer Administration; requiring reports.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MINNESOTA ASSOCIATION FOR VOLUNTEER ADMINISTRATION;
APPROPRIATION.

new text begin $500,000 in fiscal year 2020 and $500,000 in fiscal year 2021 are appropriated from the
general fund to the commissioner of employment and economic development for a grant to
the Minnesota Association for Volunteer Administration to administer evidence-based
volunteerism innovation grants targeting grantee-selected Minnesota compass measures
and to complete a statewide study of the potential capacity of volunteer efforts to address
community challenges and opportunities. Volunteerism innovation subgrants shall require
a 100 percent nonstate match by the subgrantees. The commissioner shall report data on
outcomes and recommendations for improving and sustaining volunteer efforts statewide
to the legislature by December 15, 2021. This is a onetime appropriation and funds are
available until June 30, 2021.
