A bill for an act
relating to education; providing for a report on student discipline; requiring a
report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STUDENT DISCIPLINE REPORT.

new text begin (a) By February 1, 2020, the commissioner of education must submit a report to the
chairs and ranking minority members of the committees or divisions of the legislature with
primary jurisdiction over education, in accordance with Minnesota Statutes, section 3.195,
on student discipline for the 2016-2017, 2017-2018, and 2018-2019 school years.

new text begin (b) The report must provide the following suspension and expulsion summary data by
school district or charter school:

new text begin (1) the number of students suspended or expelled, by grade;
new text end

new text begin (2) the number of students suspended or expelled, disaggregated using the student
categories identified under the most recently reauthorized federal Elementary and Secondary
Education Act; and

new text begin (3) the number of students with disabilities suspended or expelled, disaggregated by
primary disability category.

new text begin (c) The commissioner of education must consult with stakeholders and make
recommendations to the legislature on statutory and rule changes to reduce discipline
disparities based on race or ethnicity and disability. The commissioner must consider whether
a school district or charter school with persistent discipline disparities must use a percentage
of its general education revenue on staff training and other programs to reduce discipline
disparities.
