A bill for an act
relating to agriculture; appropriating money to address farmer mental health and
for farm advocate services and farmer-lender mediators; canceling an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Of the amount appropriated to the commissioner of agriculture for the agricultural growth,
research, and innovation program for fiscal year 2019 in Laws 2017, chapter 88, article 1,
section 2, subdivision 4, $100,000 is canceled to the general fund.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin (a) $100,000 in fiscal year 2019 is appropriated from the general fund to the commissioner
of agriculture for the following purposes:

new text begin (1) $15,000 is for transfer to the Board of Trustees of the Minnesota State Colleges and
Universities to increase compensation for the counselor currently providing statewide mental
health counseling support to farm families and business operators through the Minnesota
State Agricultural Centers of Excellence. South Central College and Central Lakes College
shall serve as the fiscal agents;

new text begin (2) $40,000 is for transfer to the Board of Trustees of the Minnesota State Colleges and
Universities to provide additional statewide mental health counseling support to farm families
and business operators through the Minnesota State Agricultural Centers of Excellence.
South Central College and Central Lakes College shall serve as the fiscal agents;

new text begin (3) $30,000 is for farmer mental health marketing and training coordination; and
new text end

new text begin (4) $15,000 is to increase funding for farm advocate services and farmer-lender mediators.

new text begin (b) This is a onetime appropriation.

new text begin If a cancellation or an appropriation in this act is enacted more than once in the 2019
legislative session, the cancellation or appropriation is to be given effect only once.
