relating to motor vehicles; providing for motor vehicle registration overpayment
reimbursement; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

On or before November 1, 2018, the commissioner of public safety must compile and analyze
all motor vehicle registration transactions that occurred from July 24, 2017, to October 31,
2018, to determine whether the amount of registration taxes and fees actually paid by the
motor vehicle owner for each transaction exceeded the amount required for the transaction
under Minnesota Statutes, chapter 168.

new text begin (b) The commissioner of public safety must keep a contemporaneous record of motor
vehicle registration transactions that occur from November 1, 2018, to June 30, 2019, to
determine whether the amount of registration taxes and fees actually paid by the motor
vehicle owner for each transaction exceed the amount required for the transaction under
Minnesota Statutes, chapter 168.

new text begin (c) A motor vehicle owner identified under paragraph (a) or (b) as having overpaid
vehicle registration taxes or fees is eligible for reimbursement under subdivision 3.

new text begin (d) The commissioner must (1) submit a summary of the data collected under this
subdivision to the MNLARS Steering Committee established under Laws 2018, chapter
101, section 4, as part of the progress reporting required under Laws 2018, chapter 101,
section 2, subdivision 3; and (2) make the data available to the public as provided under
subdivision 2.

new text begin On or before November 1, 2018, the commissioner
of public safety must begin making public outreach efforts to inform motor vehicle owners
regarding the possibility of vehicle registration tax and fee overpayment. At a minimum,
public outreach under this section must include the establishment of a dedicated telephone
number staffed by Department of Public Safety employees that allows a motor vehicle
owner to determine whether the motor vehicle registration taxes and fees the owner paid
for a vehicle registration transaction exceeded the amount required to be paid under
Minnesota Statutes, chapter 168, and whether the owner is eligible for reimbursement under
subdivision 3.

new text begin Reimbursement amount; calculation; payment. new text end

new text begin (a) The commissioner of
public safety must establish a reimbursement calculation to refund or credit motor vehicle
owners that overpaid the motor vehicle taxes and fees for a vehicle registration transaction,
as identified by the analysis performed under subdivision 1. On or before February 1, 2019,
the commissioner of public safety must submit the reimbursement calculation to the
MNLARS Steering Committee and to the house of representatives and senate committees
having jurisdiction over transportation policy and finance for review.

new text begin (b) On or before June 1, 2019, the commissioner must begin making reimbursement
payments, as calculated under paragraph (a), to eligible motor vehicle owners identified
under subdivision 1 as having overpaid the motor vehicle taxes and fees for a vehicle
registration transaction.

new text begin $....... in fiscal year 2019 is appropriated from the general fund
to the commissioner of public safety to pay reimbursements under subdivision 3. The
commissioner of public safety may use up to $....... of this appropriation to pay costs incurred
by the Department of Public Safety to implement this section. Any money remaining after
all reimbursements under subdivision 3 and department costs under this subdivision are
paid cancel to the general fund.
