A bill for an act
relating to capital investment; establishing a program to make grants to local
governments to build skate parks; appropriating money for skate park grants;
authorizing the sale and issuance of state bonds; amending Minnesota Statutes
2016, section 240A.01, subdivision 1; proposing coding for new law in Minnesota
Statutes, chapter 240A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 240A.01, subdivision 1, is amended to read:

Applicability.

Sec. 2.

new text begin [240A.14] SKATE PARK GRANTS.

new text begin The commission may make grants to local
governments to acquire land for, design, construct or renovate, and equip skate parks. A
local government may apply for a grant under this section at the times and in the manner
directed by the commission. An application must include information detailing the nonstate
commitment to the project.

new text begin (a) Skate parks financed with a grant under this section must be located
in areas of maximum demonstrated interest and maximize the potential for full use.

new text begin (b) To the extent possible over time, the commission must disperse grants equitably
statewide with approximately half of the grants awarded to local governments outside the
seven-county metropolitan area.

new text begin (c) A local government awarded a grant under this section must demonstrate it will be
able to maintain the skate park.

new text begin Maximum grants; match requirements. new text end

new text begin (a) The commission shall determine
maximum grant amounts for each phase of a skate park project: land acquisition, design,
engineering, construction, or reconstruction. The total amount a local government may
receive from one or more grants for development or renovation of a skate park is $....... A
grant may be for no more than half of the project or project phase cost.

new text begin (b) The local government's contribution to the project may be made in kind, including
contributions of land and materials, access roadways and access roadway improvements,
necessary utility services, landscaping, and parking. The local government's contribution
to the project may include contributions made before or after the grant is made, and may
be from any nonstate source.

Sec. 3. new text begin MINNESOTA AMATEUR SPORTS COMMISSION; SKATE PARK
GRANTS.

new text begin $2,000,000 is appropriated from the bond proceeds fund
to the Minnesota Amateur Sports Commission for skate park grants to local governments
under Minnesota Statutes, section 240A.14.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $2,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
