A bill for an act
relating to public safety; creating a new crime of soliciting or providing support
for an act of terrorism; proposing coding for new law in Minnesota Statutes, chapter
609.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

TERRORISM.

new text begin Whoever raises, solicits, collects, or provides material support
or resources with intent that the material support or resources will be used, in whole or in
part, to plan, prepare, carry out, or aid in either an act of terrorism or the concealment of,
or an escape from, an act of terrorism is guilty of a felony.

new text begin Whoever violates subdivision 1 may be sentenced as follows:

new text begin (1) to imprisonment for not more than 15 years or to payment of a fine of not more than
$30,000, or both, if the total value of the material support or resources exceeds $5,000; or

new text begin (2) to imprisonment for not more than seven years or to payment of a fine of not more
than $15,000, or both, if the total value of the material support or resources is $5,000 or
less.

new text begin (a) As used in this section, the following terms have the meanings
given.

new text begin (b) "Act of terrorism" is an act that is intended to:
new text end

new text begin (1) intimidate or coerce a civilian population;
new text end

new text begin (2) influence the policy of a unit of government by intimidation or coercion; or
new text end

new text begin (3) affect the conduct of a unit of government by murder, assassination, or kidnapping.

new text begin (c) "Material support or resources" means currency or other financial securities, financial
services, lodging, training, safehouses, false documentation or identification, communications
equipment, facilities, weapons, lethal substances, explosives, personnel, transportation, and
other physical assets, except medicine or religious materials.
