A bill for an act
relating to capital investment; appropriating money for a bridge to carry marked
County State-Aid Highway 24 over railroad tracks in Koochiching County; for
extending marked County State-Aid Highway 24 to marked Trunk Highway 11;
for a road connecting marked County State-Aid Highway 20 and marked Trunk
Highway 11; authorizing sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin CSAH 24 overpass over railroad tracks. new text end

new text begin $5,000,000 is
appropriated from the bond proceeds fund to the commissioner of transportation for a
grant to Koochiching County to acquire land, predesign, design, construct, and equip a
bridge as an overpass over the Canadian National railroad tracks to carry marked County
State-Aid Highway 24. The bridge will include pedestrian accommodations and will be
located at the current location of the intersection of marked County State-Aid Highway 24
and the Canadian National railroad tracks. This appropriation is not available until at least
ten percent of the project cost is committed from nonstate sources.

appropriated from the bond proceeds fund and $190,000 is appropriated from the bond
proceeds account in the trunk highway fund to the commissioner of transportation for a
grant to Koochiching County to acquire land, predesign, design, construct, and equip an
extension of marked County State-Aid Highway 24 from the eastern end of Highway 24 to
marked Trunk Highway 11 and an intersection joining Highway 24 and marked Trunk
Highway 11. This appropriation is not available until at least ten percent of the project
cost is committed from nonstate sources.

is appropriated from the bond proceeds fund and $40,000 is appropriated from the bond
proceeds account in the trunk highway fund to the commissioner of transportation for a
grant to Koochiching County to acquire land, predesign, design, construct, and equip
a new road extending from marked County State-Aid Highway 20 to marked Trunk
Highway 11 and an intersection joining the new road and marked Trunk Highway 11. No
nonstate match is required for the appropriation in this subdivision.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $10,270,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

new text begin Trunk highway fund bond proceeds account. new text end

new text begin To provide the money
appropriated in this act from the bond proceeds account in the trunk highway fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $230,000 in the manner, upon the terms, and with the effect prescribed
by Minnesota Statutes, sections 167.50 to 167.52, and by the Minnesota Constitution,
article XIV, section 11, at the times and in the amounts requested by the commissioner
of transportation. The proceeds of the bonds, except accrued interest and any premium
received from the sale of the bonds, must be credited to the bond proceeds account in
the trunk highway fund.
