A bill for an act
relating to capital investment; requiring five pilot projects in human services to
be financed with pay-for-performance bonds; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Notwithstanding the requirements or
limitations in Minnesota Statutes, sections 16A.93 to 16A.96, the commissioner of
human services, in consultation with the commissioner of management and budget, must
establish five pilot projects to serve high risk populations, which may include persons
convicted of a felony-level offense, veterans, tribal communities, and teen parents, under
the pay-for-performance program. There must be at least two pilot projects in urban
areas and two pilot projects in rural areas, and at least two but no more than three pilot
projects in the seven-county metropolitan area.

new text begin The commissioner shall enter into a grant agreement with
each provider to achieve the outcomes identified by the commissioner and the provider.
For each pilot project, the commissioner and the provider must agree on baseline data,
payment amounts and timing, and a verification method for each outcome. The contract
must include specific measures to determine the provider's success in achieving the
outcomes using a combination of data from evaluation and data collected by state
agencies. The agreement may provide for interim or periodic assessment and payments.

new text begin $10,000,000 is appropriated from the appropriation bond
proceeds account, authorized under Minnesota Statutes 16A.96, to the commissioner of
human services for the purposes of this section.
