A bill for an act
relating to workforce development; appropriating money for a grant to Ka Joog
for a job skills and workforce development pilot program; appropriating money
for grants to expand Takeoff 4-H STEAM for Somali youth.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; KA JOOG JOB SKILLS AND WORKFORCE
DEVELOPMENT PILOT PROGRAM.

new text begin (a) $550,000 in fiscal year 2016 and $550,000 in fiscal year 2017 are appropriated
from the general fund to the commissioner of employment and economic development for
a grant to Ka Joog to develop a pilot program to:

new text begin (1) train Somali youth and young adults in job skills;
new text end

new text begin (2) offer internships with local units of government; and
new text end

new text begin (3) offer workplace cultural awareness programs for local units of government and
private sector employers.

new text begin (b) As a part of the pilot program, Ka Joog shall partner with local units of
governments to create internships and mentorships to aid Somali youth and young adults
to build job skills and create pathways to future private and public sector employment.

Sec. 2. new text begin APPROPRIATION; TAKEOFF 4-H STEAM.

new text begin $950,000 in fiscal year 2016 and $950,000 in fiscal year 2017 are appropriated
from the general fund to the commissioner of agriculture for a grant to the director of
the University of Minnesota Extension for a grant program to expand the Takeoff 4-H
Science, Technology, Engineering, Arts, and Mathematics (STEAM) Club for Somali
youth throughout Minnesota. The University of Minnesota Extension may use a portion of
each grant for grant administration and direct costs related to the Takeoff 4-H STEAM
partnership between the University of Minnesota Extension and Ka Joog.
