A bill for an act
relating to education; requiring the State Advisory Council on Early Childhood
Education and Care to create an inventory of early childhood services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The State Advisory Council on Early Childhood
Education and Care under Minnesota Statutes, section 124D.141, shall create an inventory
of early childhood services.

new text begin (b) The inventory must, at a minimum:
new text end

new text begin (1) identify state programs and initiatives funded by state, federal, and private
dollars;
new text end

new text begin (2) provide brief descriptions of programs under which services are received;
new text end

new text begin (3) provide budget allocations toward the outcome areas; and
new text end

new text begin (4) include subsections describing specific:
new text end

new text begin (i) geographic regions served by the program;
new text end

new text begin (ii) number of children eligible;
new text end

new text begin (iii) number of children enrolled; and
new text end

new text begin (iv) age, ethnicity and race, and income demographics of children enrolled.

new text begin The inventory shall be used to guide legislative proposals and best
practices addressing the development, care, and education of children from birth to the
child's fifth birthday. The inventory should be updated every biennium.
