A bill for an act
relating to education; creating a commission; appropriating money; proposing
coding for new law in Minnesota Statutes, chapter 127A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [127A.90] LEGISLATIVE AND CITIZEN COMMISSION ON THE
FUTURE OF PUBLIC EDUCATION.

new text begin The Legislative and Citizen Commission on the
Future of Public Education is established in the legislative branch to provide a ten-year
plan on the future of public education.

new text begin Membership and terms. new text end

new text begin (a) The commission consists of 15 members,
appointed as follows: (1) three senators appointed by the Subcommittee on Committees of
the senate Committee on Rules and Administration, including one member of the minority
caucus; (2) three representatives appointed by the speaker of the house of representatives,
including one member of the minority caucus; (3) nine public members, including three
members appointed by the governor, three members appointed by the Subcommittee on
Committees of the senate Committee on Rules and Administration, and three members
appointed by the speaker of the house.

new text begin The public members shall have experience or expertise in the fields of early,
elementary, secondary, or postsecondary education, have demonstrated ability to work in a
collaborative environment, and represent the demographics of the state.

new text begin (b) Members appointed by the Subcommittee on Committees of the senate
Committee on Rules and Administration and by the speaker of the house shall serve
four-year terms. Members appointed by the governor shall serve three-year terms. A
vacancy in the membership of the commission must be filled for the unexpired term in a
manner that will preserve the representation established by this section.

new text begin (a) The commission must maintain an
office in the Capitol group of buildings.

new text begin (b) Every two years, the commission must rotate its chair and vice chair. Every two
years following the initial election, the vice chair shall assume the position of the chair
and a new vice chair shall be elected. The chair shall alternate among a citizen member, a
member of the house of representatives, and a member of the senate. When the chair is
from one body of the legislature, the vice chair must not be from the same body.

new text begin (c) Members serve without compensation but may be reimbursed for their reasonable
expenses.

new text begin The commission may employ professional and technical assistants
as it deems necessary to perform the duties prescribed in this section. The commission
may also use existing legislative staff to provide legal counsel, research, fiscal, secretarial,
and clerical assistance.

new text begin Information collection; intergovernmental coordination. new text end

new text begin (a) The
commission may request information or assistance from any state agency or officer to
assist the commission in performing its duties. The agency or officer shall promptly
furnish any information or assistance requested.

new text begin (b) To facilitate coordination between executive and legislative authorities, the
governor shall appoint a person to act as a liaison between the commission and the
governor.

new text begin Ten-year strategic plan for prekindergarten through grade 12
education; duties. new text end

new text begin In preparing the ten-year strategic plan, the commission must:

new text begin (1) set attainable short-term and long-term goals;
new text end

new text begin (2) set measurable evidence-based benchmarks that can be reported in the annual
progress reports;
new text end

new text begin (3) recommend implementation timelines; and
new text end

new text begin (4) address how the following strategies will help shape the future of public
education:
new text end

new text begin (i) improving teacher effectiveness through professional development and teacher
training institutions;
new text end

new text begin (ii) creating multiple pathways to success;
new text end

new text begin (iii) engaging parents, community, and business;
new text end

new text begin (iv) addressing leadership needs;
new text end

new text begin (v) partnering with postsecondary institutions; and
new text end

new text begin (vi) addressing the change in student demographics.

new text begin Legislative reports and recommendations. new text end

new text begin By January 15, 2011,
the commission must recommend to the legislature a ten-year strategic plan for
prekindergarten through grade 12 education so that individual students will have the
knowledge and skills to succeed in the 21st century. Beginning on January 15, 2012,
the commission must submit progress reports by January 15 each year. As part of its
recommendations and progress reports, the commission must include any draft legislation
necessary to implement its recommended plan.

new text begin Acceptance of grants and gifts. new text end

new text begin The commission may accept grants
or gifts for purposes related to the duties of the commission. Money received by the
commission from a gift or grant is appropriated to the commission for the purposes
specified in the grant or gift.

new text begin The commission expires on January 15, 2021.

PUBLIC EDUCATION; CONVENING AUTHORITY.

new text begin Initial appointments of the commission established under Minnesota Statutes, section
127A.90, must be made by July 1, 2009. The commission must convene its first meeting by
September 15, 2009. The commission shall elect a chair and vice chair at the first meeting.
