1.1A bill for an act
1.2relating to human services; establishing a self-advocacy program for persons with
1.3developmental disabilities; transferring money appropriated to the commissioner
1.4of administration;amending Minnesota Statutes 2008, section 256B.092, by
1.5adding a subdivision.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2008, section 256B.092, is amended by adding a
1.8subdivision to read:
1.9    Subd. 11. Self-advocacy activities. Within the limits of appropriations specifically
1.10for this purpose, Advocating Change Together, in cooperation with the network of
1.11self-advocacy groups called Self-Advocates Minnesota, shall conduct self-advocacy
1.12activities for persons with developmental disabilities. These activities shall include, but not
1.13be limited to, training on individual rights, decision making, self determination, prevention
1.14of abuse, and participation in quality assurance monitoring. The commissioner shall
1.15seek to obtain federal financial participation for eligible activity by Advocating Change
1.16Together and Self-Advocates Minnesota. These organizations shall maintain and transmit
1.17to the commissioner documentation that is necessary in order to obtain federal funds.

1.18    Sec. 2. TRANSFER; APPROPRIATION.
1.19Any general fund appropriation to the commissioner of administration for a grant to
1.20Advocating Change Together for the purposes of Minnesota Statutes, section 256B.092,
1.21subdivision 11, for the biennium beginning July 1, 2009, is transferred to the commissioner
1.22of human services and becomes part of base level funding for the commissioner of human
1.23services for the biennium beginning July 1, 2011.
