A bill for an act
relating to health; lowering the minimum age requirement for blood donation;
requiring parental consent; amending Minnesota Statutes 2006, section 145.41.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2006, section 145.41, is amended to read:

any voluntary and noncompensatory blood program without the necessity of obtaining
parental permission or authorization.

(b) A person who is 16 years of age may donate blood in a voluntary and
noncompensatory blood program if the person obtains written permission from the
person's parent or guardian.

This section is effective July 1, 2008.
