A bill for an act
relating to education finance; eliminating reserve accounts; requiring a report;
amending Minnesota Statutes 2004, section 123B.79, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 123B.79, is amended by adding a
subdivision to read:

new text begin Elimination of reserve accounts. new text end

new text begin Notwithstanding other law to the
contrary, upon adoption of a resolution by the school board, a school district may eliminate
reserve accounts for any of the following programs:

new text begin (1) staff development;
new text end

new text begin (2) area learning center programs;
new text end

new text begin (3) contract and state-approved alternative programs;
new text end

new text begin (4) reserve for class size, all-day kindergarten, and special education based upon
specific funding that is no longer available to the school district;

new text begin (5) basic skills programs;
new text end

new text begin (6) first grade preparedness;
new text end

new text begin (7) parental involvement programs;
new text end

new text begin (8) graduation standards staff development;
new text end

new text begin (9) graduation standards gifted and talented revenue;
new text end

new text begin (10) graduation standards programs;
new text end

new text begin (11) bus safety;
new text end

new text begin (12) bus purchase;
new text end

new text begin (13) deferred maintenance programs; or
new text end

new text begin (14) teacher programs for which specific funding is no longer available.

Sec. 2. new text begin DEPARTMENT OF EDUCATION REPORT.
new text end

new text begin The Department of Education must provide a report to the education committees
of the legislature by January 15, 2007. The report must analyze the department's data
collection procedures under each of the department's major data reporting systems and
recommend a streamlined, Web-based, system of reporting school district data. The report
must also analyze any stand-alone school district reporting requirements and recommend
elimination of any district reports that are duplicative of other data already collected
by the department.
