A bill for an act
relating to capital improvements; authorizing the issuance of state bonds;
appropriating money for grants to the Shell Rock River Watershed District for
storm water retention and flood mitigation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

APPROPRIATIONS.

new text begin South Industrial Park. new text end

new text begin $490,000 is appropriated from the bond
proceeds fund to the commissioner of natural resources for a grant to the Shell Rock River
Watershed District in Freeborn County to design and construct a storm water retention
and flood mitigation system to slow down and filter all the water draining from the city of
Albert Lea's South Industrial Park.

new text begin This appropriation is not available until the commissioner has determined that at
least an equal amount has been committed to the project from nonstate sources.

new text begin $300,000 is appropriated from the bond proceeds fund
to the commissioner of natural resources for a grant to the Shell Rock River Watershed
District in Freeborn County to construct a storm water retention and flood mitigation
system to slow down and filter water draining to the chain of lakes in the Albert Lea area.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue bonds of the state in an
amount up to $790,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
