  1.1                          A bill for an act 
  1.2             relating to local government; prohibiting local 
  1.3             governments from requiring those who enter into 
  1.4             contracts with the city to provide employee benefits; 
  1.5             amending Minnesota Statutes 2002, section 471.61, by 
  1.6             adding a subdivision.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 471.61, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 1c.  [BENEFIT REQUIREMENTS FOR CONTRACTORS LIMITED.] 
  1.11  (a) A home rule charter or statutory city, town, county, or 
  1.12  other political subdivision of the state may not require anyone 
  1.13  entering into a contract with the political subdivision to 
  1.14  provide employee benefits. 
  1.15     (b) A political subdivision may not give preference to 
  1.16  contractors that provide employee benefits.
