  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2002, section 161.114, 
  1.10  subdivision 2, is amended to read: 
  1.11     Subd. 2.  [DESCRIPTIONS.] The constitutional routes are 
  1.12  described as follows: 
  1.13     Route No. 1.  Beginning at a point on the boundary line 
  1.14  between the states of Minnesota and Iowa, southeasterly at 
  1.15  Albert Lea and thence extending in a northwesterly direction to 
  1.16  a point in Albert Lea and thence extending in a northerly 
  1.17  direction to a point and on the southerly limits of the city of 
  1.18  St. Paul and then beginning at a point on the northerly limits 
  1.19  of the city of St. Paul and thence extending in a northerly 
  1.20  direction to a point on the westerly limits of the city of 
  1.21  Duluth and then beginning at a point on the northerly limits of 
  1.22  the city of Duluth and thence extending in a northeasterly 
  1.23  direction to a point on the boundary line between the state of 
  1.24  Minnesota and the province of Ontario, affording Albert Lea, 
  1.25  Owatonna, Faribault, Northfield, Farmington, St. Paul, White 
  1.26  Bear, Forest Lake, Wyoming, Rush City, Pine City, Hinckley,

  2.5      Route No. 2.  Beginning at a point on Route No. 1 on the 
  2.6   westerly limits of the city of Duluth and thence extending in a 
  2.7   southwesterly direction along said Route No. 1 to a point on 
  2.8   said route at Carlton and thence extending in a westerly 
  2.9   direction to a point on the east bank of the Red River of the 
  2.10  North at Moorhead, affording Duluth, Carlton, McGregor, Aitkin, 
  2.11  Brainerd, Motley, Staples, Wadena, Detroit, Moorhead and 
  2.12  intervening and adjacent communities a reasonable means of 
  2.13  communication, each with the other and other places within the 
  2.14  state.  
  2.15     Route No. 3.  Beginning at a point on the boundary line 
  2.16  between the states of Minnesota and Wisconsin, westerly of La 
  2.17  Crosse, Wisconsin, and thence extending in a northwesterly 
  2.18  direction to a point on the easterly limits of the city of St. 
  2.19  Paul and then beginning at a point on the westerly limits of the 
  2.20  city of Minneapolis and thence extending in a northwesterly 
  2.21  direction to a point on the east bank of the Red River of the 
  2.22  North at Breckenridge, affording La Crescent, Winona, Kellogg, 
  2.23  Wabasha, Lake City, Red Wing, Hastings, St. Paul, Minneapolis, 
  2.24  Osseo, Champlin, Anoka, Elk River, Big Lake, St. Cloud, Albany,

  2.33  extending in a northwesterly direction along said Route No. 3 to

  2.36  Jackson, Windom, Sanborn, Redwood Falls, Morton, Olivia,

  3.8   Earth and thence extending in a northeasterly direction to a 
  3.9   point on the southerly limits of the city of Minneapolis and 
  3.10  then beginning at a point on the northerly limits of the city of 
  3.11  Minneapolis and thence extending in a northerly direction to a 
  3.12  point in Swan River on Route No. 8, hereinafter described, 
  3.13  affording Blue Earth, Winnebago, Mankato, St. Peter, Le Sueur, 
  3.14  Jordan, Shakopee, Minneapolis, Cambridge, Mora, McGregor, Swan 
  3.15  River and intervening and adjacent communities a reasonable 
  3.16  means of communication, each with the other and other places 
  3.17  within the state.  
  3.18     Route No. 6.  Beginning at a point on the boundary line 
  3.19  between the states of Minnesota and Iowa, southerly of Ash 
  3.20  Creek, and thence extending in a northerly direction to a point 
  3.21  on the boundary line between the state of Minnesota and the 
  3.22  province of Manitoba, near St. Vincent, affording Luverne, 
  3.23  Pipestone, Lake Benton, Ivanhoe, Canby, Madison, Bellingham, 
  3.24  Odessa, Ortonville, Graceville, Dumont, Wheaton, Breckenridge, 
  3.25  Moorhead, Kragnes, Georgetown, Perley, Hendrum, Ada, Crookston, 
  3.26  Warren, Donaldson, Hallock and intervening and adjacent

  3.29     Route No. 7.  Beginning at a point on Route No. 3 at Winona

  4.6   No. 6 to a point on said route northerly of Crookston and thence 
  4.7   extending in a northwesterly direction to a point on the east

  4.30     Route No. 11.  Beginning at a point on Route No. 8 at the 
  4.31  westerly limits of the city of Duluth and thence extending in a 
  4.32  northwesterly and northerly direction to a point on Route No. 4 
  4.33  at International Falls and thence extending in a southwesterly 
  4.34  direction along said Route No. 4 to a point on said route 
  4.35  southwesterly of International Falls and thence extending in a 
  4.36  westerly direction to a point on Route No. 6 at Donaldson, 
  5.1   affording Duluth, Eveleth, Virginia, Cook, Orr, Cussons,

  5.10  of the city of Minneapolis and thence extending in a westerly 
  5.11  direction to a point on Route No. 6 at Madison, affording St.

  5.22     Route No. 14.  Beginning at a point on Route No. 6 at 
  5.23  Ivanhoe and thence extending in an easterly direction to a point 
  5.24  on Route No. 4 at Redwood Falls and thence extending in an 
  5.25  easterly direction along said Route No. 4 to a point on said 
  5.26  route at Morton and thence extending in an easterly direction to 
  5.27  a point on Route No. 22, hereinafter described, at Gaylord 
  5.28  affording Ivanhoe, Marshall, Redwood Falls, Morton, Winthrop,

  5.36  Winthrop and intervening and adjacent communities a reasonable 
  6.1   means of communication each with the other and other places 
  6.2   within the state.  
  6.3      Route No. 16.  Beginning at a point on Route No. 5 
  6.4   southwesterly of Mankato and thence extending westerly to a 
  6.5   point on Route No. 15 at Madelia and thence extending in a 
  6.6   southerly direction along said Route No. 15 to a point on said 
  6.7   route southerly of Madelia and thence extending in a westerly 
  6.8   direction to a point on Route No. 4 northerly of Windom and 
  6.9   thence extending in a southerly direction along said Route No. 4 
  6.10  to a point on said route at Windom and thence extending in a 
  6.11  westerly direction to a point at Fulda and thence extending in a 
  6.12  southerly direction to a point on Route No. 9 at Worthington,

  6.23     Route No. 18.  Beginning at a point on Route No. 3 at Elk 
  6.24  River and thence extending in a northerly direction to a point 
  6.25  on Route No. 2 easterly of Brainerd, affording Elk River, 
  6.26  Princeton, Milaca, Onamia and intervening and adjacent 
  6.27  communities a reasonable means of communication, each with the 
  6.28  other and other places within the state.  
  6.29     Route No. 19.  Beginning at a point on Route No. 2 at 
  6.30  Brainerd and thence extending in a northwesterly direction to a 
  6.31  point on Route No. 8 at Cass Lake, affording Brainerd, Pine 
  6.32  River, Walker, Cass Lake and intervening and adjacent 
  6.33  communities a reasonable means of communication, each with the 
  6.34  other and other places within the state.  
  6.35     Route No. 20.  Beginning at a point on the boundary line 
  6.36  between the states of Minnesota and Iowa near Canton and thence 
  7.1   extending in a northwesterly direction to a point on Route No. 9

  7.3   direction along said Route No. 9 to a point on said route at 
  7.4   Fountain and thence extending in a northwesterly direction to a

 16.3      Sec. 2.  Minnesota Statutes 2002, section 161.115, is 
 16.4   amended by adding a subdivision to read: 
 16.5      Subd. 269.  [ROUTE NO. 338.] Beginning at a point on Route 
 16.6   No. 7 easterly of Rochester and thence extending in a southerly 
 16.7   direction to a point on Route No. 391. 
 16.8      Sec. 3.  [REPEALER; HIGHWAYS TRANSFERRED OR VACATED; 
 16.9   EFFECTIVE DATES.] 
 16.10     Subdivision 1.  [TRANSFER OF LEGISLATIVE ROUTE NO. 266.] (a)
 16.11  Minnesota Statutes 2002, section 161.115, subdivision 197, is 
 16.12  repealed effective the day after the commissioner of 
 16.13  transportation receives a copy of the agreement between the 
 16.14  commissioner and Nobles county to transfer jurisdiction of 
 16.15  Legislative Route No. 266 and notifies the revisor of statutes 
 16.16  under paragraph (b). 
 16.17     (b) The revisor of statutes shall delete the route 
 16.18  identified in paragraph (a) from Minnesota Statutes when the 
 16.19  commissioner of transportation sends notice to the revisor in 
 16.20  writing that the conditions required to transfer the route are 
 16.21  satisfied. 
 16.22     Subd. 2.  [TRANSFER OF LEGISLATIVE ROUTE NO. 273.] (a) 
 16.23  Minnesota Statutes 2002, section 161.115, subdivision 204, is 
 16.24  repealed effective the day after the commissioner of 
 16.25  transportation receives a copy of the agreement between the 
 16.26  commissioner and Redwood county to transfer jurisdiction of 
 16.27  Legislative Route No. 273 and notifies the revisor of statutes 
 16.28  under paragraph (b). 
 16.29     (b) The revisor of statutes shall delete the route 
 16.30  identified in paragraph (a) from Minnesota Statutes when the 
 16.31  commissioner of transportation sends notice to the revisor in
