  1.1                          A bill for an act 
  1.2             relating to game and fish; modifying annual payments 
  1.3             to counties for game refuges; amending Minnesota 
  1.4             Statutes 2002, section 97A.061, subdivision 1.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 97A.061, 
  1.7   subdivision 1, is amended to read: 
  1.8      Subdivision 1.  [APPLICABILITY; AMOUNT.] (a) The 
  1.9   commissioner shall annually make a payment to each county having 
  1.10  public hunting areas and game refuges or having land owned by 
  1.11  another state agency for military purposes and managed by the 
  1.12  commissioner as a game refuge.  Money to make the payments is 
  1.13  annually appropriated for that purpose from the general fund.  
  1.14  This section does not apply to state trust fund land and other 
  1.15  state land not purchased for game refuge or public hunting 
  1.16  purposes.  The payment shall be the greatest of: 
  1.17     (1) 35 percent of the gross receipts from all special use 
  1.18  permits and leases of land acquired for public hunting and game 
  1.19  refuges; 
  1.20     (2) 50 cents per acre on land purchased actually used for 
  1.21  public hunting or game refuges; or 
  1.22     (3) three-fourths of one percent of the appraised value of 
  1.23  purchased land actually used for public hunting and game refuges.
  1.24     (b) The payment must be reduced by the amount paid under 
  1.25  subdivision 3 for croplands managed for wild geese.  
  2.1      (c) The appraised value is the purchase price for five 
  2.2   years after acquisition.  The appraised value shall be 
  2.3   determined by the county assessor every five years after 
  2.4   acquisition.
