  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for 
  1.4             grants to counties, rural water systems, or 
  1.5             municipalities served by the Lewis and Clark Rural 
  1.6             Water System. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      (a) $2,000,000 is appropriated from the bond proceeds fund 
  1.10  to the public facilities authority for grants to counties, rural 
  1.11  water systems, or municipalities served by the Lewis and Clark 
  1.12  Rural Water System to acquire land, predesign, design, 
  1.13  construct, furnish, and equip one or more rural water facilities 
  1.14  that serve southwestern Minnesota.  The grants must be awarded 
  1.15  to projects approved by the Lewis and Clark Joint Powers Board. 
  1.16     (b) This appropriation is only available when matched by: 
  1.17     (1) $8 of federal money; and 
  1.18     (2) at least $1 of local money 
  1.19  to the system for each $1 of state money to the grant projects 
  1.20  under paragraph (a). 
  1.21     Sec. 2.  [BOND SALE.] 
  1.22     To provide the money appropriated in this act from the bond 
  1.23  proceeds fund, the commissioner of finance shall sell and issue 
  1.24  bonds of the state in an amount up to $2,000,000 in the manner, 
  1.25  upon the terms, and with the effect prescribed by Minnesota 
  1.26  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.1   Constitution, article XI, sections 4 to 7. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      Sections 1 and 2 are effective the day following final 
  2.4   enactment.
