  1.1                          A bill for an act 
  1.2             relating to higher education; authorizing certain 
  1.3             institutions to prepare a report on offering doctoral 
  1.4             degrees or programs. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DOCTORAL DEGREES; REPORT.] 
  1.7      Notwithstanding Laws 2003, chapter 133, article 1, section 
  1.8   3, subdivision 2, or any other law to the contrary, St. Cloud 
  1.9   State University and Minnesota State University, Mankato, may 
  1.10  prepare and submit to the legislature a report on a plan to 
  1.11  develop and offer doctoral level programs or degrees.  If the 
  1.12  institutions choose to prepare the report, the report must be 
  1.13  submitted by January 15, 2005.
