  1.1                          A bill for an act 
  1.2             relating to gambling; proposing a constitutional 
  1.3             amendment to article XIII, section 5, for a single 
  1.4             privately operated casino in the metropolitan area 
  1.5             with gaming tax revenues dedicated to transportation. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      The following amendment is proposed to the Minnesota 
  1.9   Constitution, article XIII, section 5.  If the amendment is 
  1.10  adopted, article XIII, section 5, will be amended to read: 
  1.11     Sec. 5.  The legislature shall not authorize any lottery or 
  1.12  the sale of lottery tickets, other than: 
  1.13     (1) authorizing a lottery and sale of lottery tickets for a 
  1.14  lottery operated by the state; and 
  1.15     (2) authorizing and taxing the gaming revenues of a single 
  1.16  privately operated casino in the Minneapolis-St. Paul 
  1.17  metropolitan area if the proceeds on such taxation are dedicated 
  1.18  solely to transportation purposes as defined by law. 
  1.19     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.20     The constitutional amendment proposed under section 1 must 
  1.21  be submitted to the people at the November 2004 general 
  1.22  election.  The question submitted must be: 
  1.23     "Shall the Minnesota Constitution be amended to allow the 
  1.24  legislature to authorize and tax a privately operated casino in 
  1.25  the Minneapolis-St. Paul metropolitan area with the tax on 
  2.1   gaming proceeds dedicated solely to transportation purposes as 
  2.2   defined by law? 
  2.3                                      Yes .......
  2.4                                      No ........"
